The "Preferred URL" acts as the default value for URL in quarantine report. If you create users before specifying the "Preferred URL", these newly created users will get the IP address of your server instead of a host name.

Go to Manage Users and try editing a user who is getting the incorrect URL. Then, fix the value for Server's Host Name.
