Summary of What Happened

First, I wanted to thank everyone for being patient while we were trying to solve this issue.

This problem only occurred on machines that block UDP port 123 either at the machine or network firewall level. We were not able to reproduce this problem in our labs because this port was never blocked. Identifying and fixing issues that only happen in certain environments usually takes some time. This one kept us up all night :-)
