Licensing in Xeams is based on the number of email address/users who get their emails filters. For example, if you have 3 users like john@xyz.com, mary@xyz.com, and bob@xyz.com, Xeams will know there are 3 users who get emails. Therefore, it does not matter if you create local users in Xeams or not, it will still consider that 3 users and you will have to pay for 3 user license.

Note that 90% of our users use Xeams for just filtering emails for another server - meaning they use it in Firewall mode.
